There weren’t any specific rules against legion commanders meeting or interacting, but the more they gathered, the more trouble they caused. It was better to scatter them, at least for the time being.

“The kingdom they’re currently trying to conquer is Esperance. The smallest kingdom on this map. Considering the Empire’s size, they’ll probably breach the city gates soon enough.”
